What info do you want? It looks like an IR camera with IR LEDS, plugged into a simple LCD screen viewer (like part of the camcorder). It appears to be powered by a 9 volt battery, taped on top.
NTSC tells you that it outputs an American TV signal.

Depending on what jurisdiction you live in you can be held accountable to a number of misdemeanor charges especially if you get caught.
People watching can be fun as we are all a little curious at times, myself included it's just human nature to be a little nosy. But if you choose to use your night vision scope to watch people without their consent please be smart enough to use it on it's own and not while it's mounted to a firearm otherwise you risk more serious charges which could include jail time.

night vision rifle scopes
If you get a gen II or gen III scope then you generally wont have to worry much about tube life. A gen III scope has a tube life of around 10,000 hours, thats a lot of usage. Highly unlikely you would use that up. That give you 4 hours a week for 50 years and thats extremely high use.
I would just save up and get the best gen III I could afford.
