Not necessarily. IR scopes simply let the user see infrared radiation, meaning that heat sources become visible against a colder background. "Night Vision" scopes are ambient light enhancers, meaning that low levels of visible light are amplified, rather than infrared radiation.

I would like to make night vision goggles or night vision binoculars. I have a pair of regular binoculars and a video camera. I would like to avoid making an infared device as I can't find any infared light bulbs that are strong enough. Could you please provide step-by-step instructions as I do not have too much technical know-how but I don't care about the camera or binoculars. I can also get other materials if needed.

That sounds like a really fun project! Sadly I don't have the know-how. All I can do is wish you good luck- and perhaps a small word of advice- go to the library? Perhaps a librarian can you find what you're looking for.
